We are going to make this image, but before that you have to download the neon style and the custom shapes, you're going to need that:
Shapes
Style

First we are going to make a pattern for the neongrid. Therefore you open a new 10x10 pixel layer. We have to zoom in to 800%. You can do this with control +. Use the pencil tool with these settings:

Load the neonblue style from the file you defined when down loading and paint the left and the top with the neonblue style. This is what you get:

Go to SELECT> ALL, then EDIT> DEFINE PATTERN

Now we are creating the neon Disco Ball:

Open a new transparent layer about 300x300 pixels. Then make a new layer. You now have 2 layers. With the second layer selected you going to fill this layer with the pattern you created by selecting the paint bucket tool or EDIT> FILL. Choose these options:

With the elliptical Marquee tool select an area, for a perfect circle hold down the shift key. After you created the circle use FILTER> DISTORT> SPHERICAL. The image what you have now is something like this:

Go to SELECT> INVERSE. Then hit the delete button and deselect by control D.
You can fill layer 1 with a foregroundcolour (#E1F3FF).

Create a new layer and open the first shape from the shapes you downloaded and select the complete area to create the shape on. You can use any style you like. I used a glassy/jelly style for it. Create a new layer on top of all the layers and select the "IE" shape and add this with the same style as you used for the lines. If you did it all right this will be your image.

Of course you can refine this image anyway you want.
