When your done it should look something like this:



1. Start a new file 500 x 500 and go edit->fill->color->black

2. go filter->render->lens flare-> and put in the following settings:


3. go filter->distort->twirl-> set the angle to 557 and click ok, it should look somewhat like this:


4. duplicate the layer and set the layer type to "lighten"

5. go edit->transform->rotate 90 degrees clockwise

6. duplicate the copy and repeat step 5

7. repeat step six to your second copy then repeat step 6 for your third copy

8. right click and merge all layers and you should have something like this:


9. go filter->sketch->chrome-> and set detail to 4 and smoothness to 10, you should get something like this:


10. go image->adjustments->hue/saturation (or press control+u) click colorize and set saturation to 100

11. create a new layer, then go filter->render->clouds

12. set the clouds layer to darken then go image->adjustments->hue/saturation click colorize then set saturation to 100 and put hue to 185 and your done!!

13. (optional) create a text layer and type whatever you want in it, then set the blending properties to the following settings
OUTER GLOW:



BEVEL AND EMBOSS:
