Start out with a new document i chosen 400*400 pixels for the best result


Next you create an new layer


Fill it with this blue colour #1D78CF and now goto Filter - Sketch - Conté ƒrayon


And use these settings


Now goto Filter - Distort Twirl and use these settings


Next step: Goto Filter - Sketch - Halftone Pattern


And use these Settings


Goto Filter - Stylize - Glowing Edges and use these setting (if you change the settings you will
get an different end result so experiment until your sadisfied)



Now there is a nasty border around the background image take your Crop tool ( )
And select this and press crop



Click for the end result
Now your done and can save it as pattern or use it for any other project as a background
