1) Open a 400x400 document. Hit D to resest color palette.
2) Go to Filter>Render>Clouds
3) Go to Custom Shapes and choose a stary looking shape.

4) Drag the shape over the canvas. Make it pretty big
5) Go to Layer>Flatten Image
6) Go to Filter>Sketch>Chrome. Use whatever settings you like. I use Detail: 5 Smoothness: 10
7) Now hit CTRL+U to colorize it.
8) Finally do CTRL+L and hit Auto.
