Step 1 New document 350x350px with white background. Use Brush Tool with around 3~5px(i use 3px) and draw around.

Step 2 Go to Filter>Noise>Median. Set the setting something like this.

Step 3 Then go to Filter>Stylize>Glowing Edges... Make it something like this. Of course you can change the settings after you understand what you're doing)
THEN.....it's done.
